28h FL$CRET create a data file
Input X = address of filename (leading count byte)
Output A = data record type used by file (if no error)
Description

Creates a file.

The file name at X is a leading byte count string . If the file already exists then FL$CRET returns error file exists, otherwise the file is created and A contains the record type to be used by the data records in the file.
